Filenames with ë / ä / é become Chinese characters

I'm using Vista and have problems with filenames with special characters in it. I have a file called Financiële zaken.doc but in Vista's Explorer it's called financi묥 zaken.doc
When watching with FTP (with FlashFXP) I see the correct filename but I'm unable to download the file because it says 550 Financiële zaken.doc: No such file or Directory

I have a CS407 with firmware .509
And I'm using MS-DOS Latin 1 Encoding (Code Page 850)

I have the same problem on XP.
