Does Amazon Glacier have a throttle?

I was reading before in the requests that it should have one. I definately agree, I'm thinking of buying a Synology. So, does the glacier app backup have throttle for up and download?

No it does not and it is causing problems w my network. VoIP phones cutting out etc as AGlacier pumps as much data as it can in the upstream. If I cannot solve it w router based QoS I will stop using Glacier.
