This is called DS file! If you just want to manage files and download/upload them one-by one on demand you use the file browser app called DS file. Cloud Station is strictly for keeping files in sync.
Current Configuration
DS1815+ with 5 Seagate 4TB NAS drives as RAID6 + cold spare (12TB expandable to 24TB+)
DS1515+ with 4 Seagate 4TB Desktop drives as RAID5 + cold spare (12TB expandable to 16TB+)

For now, DS Cloud Station is not doing that, but that could become an improvement request! :-)

DS file has a local files option. It has its own pile of files that you can download on demand. You should not be using a cloud tool because its goal is to keep everything in sync. I suppose Cloud could offer this ability but then what is the point of DS file? Similar to them just today adding Photo Backup to DS file -- which I have been asking for now for a while because I want my photos handled like flat files instead of photos. I'm sure there is a use case but DS file will do exactly what you're asking for, and on any folder that you're not Cloud syncing.
