Performance has gone downhill since last upgrade

Hardware is DS1515+, Cisco 3750POE Gig Switch, and HDHomeRunDVR

I am on DSM 6.1.6-15266 Update 1, Video Station 2.4.0-1505, Plex Media Server 1.12.3.4973.215c28d86 and Surveillance Station 8.1.4-5498...

Ever since the last updates that were installed on Tuesday, my video performance on ALL my devices on my network at home has buffering problems, video surveillance will work fine for a few seconds, pause and then continue. Same thing happens when I try to play video on devices such as Apple 4kTV AND Roku 4k.

When I run speed tests to the devices using lan speed test, I am copying files at 102MBs..

When I ping the camera's over 200+ replies, I get 1 to 2ms response times.

When I ping the HDHomeRunDVR I get between 1ms to 10ms response times.

6.8TB out of 10.7TB available

Sooo... all that out of the loop... Anyone have any ideas???

Any other performance issues on the NAS (resource manager)? Maybe something else is happening in the background thats not related to network traffic (indexing or something else)?.

CPU is at 12%
Memory is at 34%
Network is 1.9MB down and 600kb Up
Disk utilization is at 4%
0 on iSCSI

So using VS or Plex for example you get the same situation? If you use plex as a platform and playing a content whats plex server activity reporting for the stream? Direct Play/Streaming/Transcode? I'm asking in those situations when the media is stuttering from time to time.

Running the same latest version for both DSM and Plex I have not seen similar problems.

On PC I am using the VS on a desktop that has always ran without an issue and I have attempted it using both while using Plex or VLC Viewer to play movies and such stored on the NAS. Using VLC takes the NAS processing out of the picture because all it is doing is providing content.

When I use Plex and VLC on the Apple TV I have the same issue as well as when I use the Roku.

I have also tried different locations using the VS and same issue on both..

CPU is at 29%
Memory is at 47%
Network is 1.MB down and 1.3mb Up
Disk utilization is at 5%
0 on iSCSI

Task Scheduler is at 23.5 CPU (Synoavscan is using almost all of that, Crond, and synocrond)

Surveillance Station is at 0.2%CPU
Plex is at 0.8%CPU

If it's OK to add I had to "physically" reset my DS1815+ yesterday evening due to it almost coming to a halt, surveillance station was the first thing that made me notice performance issues.

Then accessing email, it slowed to a stop!

CPU 32%
2gb ram using at the moment.... 977.1mb

Seems funny I'm having very similar sounding problems....

Considering that 1515+ is running with a Intel C2000 cpu it could be that all of this are 1st signs of that cpu bug. There is a long topic on this on the forum already: https://forum.synology.com/enu/viewtopic.php?t=127839

Well starting to doubt that... Repatched and now the ONLY issue is the camera's..

Playing from other devices work without any hitches now and the only way I can get the cameras to work remotely is change the settings for live view settings from "From Camera" to "From Surveillance Station".. After that change I can see the camera's but they are semi laggy.

When I get home I change them back to "Camera" and things work fine there as well. So it is software based not hardware now.
