The currently connected IP address has changed

Can anyone explain to me why this happens?

(the 209.x.x.x IP address is entriely unknown to me, 10.0.0.1 is my router)

It confused me when I first saw it too, but believe it is showing you the IP address of the device that is currently logged jnto the DSM session (at least admin). Mine changes from a home network address to my office network, mobile phone etc depending in where I access the DSM from.
I'm not quite sure what the relevance is and the need to throw up a notification about it, I know where I am :)
