New units of DS1812+ and DS1512+,does is comes with DSM 4.0 2219 preloaded because of the BBOD?

There is NO DSM on a Synology NAS, when you buy it. You upload it yourself, using the Synology Assistant.

The best route is to go to the Synology Download Center, input the number of bays and DiskStation model, and download the very latest version of the DSM and the Synology Assistant you'll use to install it from either Mac or PC, Windows or Linux. While you're there, download the Quick Installation Guide and the User's Guide. The Quick Installation Guide has instructions for installing the disks, upgrading the memory, and installing the DSM. The User's Guide covers initial configuration, as well as installation of additional packages.
