If I plan on putting two 1TB WD hard drives inside a DS209+ running RAID 0, will I notice a significant difference between the 7200rpm and the 5400rpm drive?

There will be a mathematical difference when you are using the Black drives; however in practical real-life scenarios, I don't believe you will observe that large of a difference. We've seen a difference of about 10 percent or so - not much to observe the difference.

Please note that RAID-0 is a non-redundant volume - any error on any disks, or power failure can result in complete volume destruction.
