Possible to create a .deb repo?

Hello,

I was wondering whether or not it is possible to create a repository on a Synology to serve .deb files? One of the problems will probably be the requirement of needing "dpkg-scanpackages" to enumerate the packages? Or are there tricks around it? I did Google for the info, but could not find anything.
Any help would be greatly appreciated!
